Mentally Impaired , in Minnesota
Special Education Due Process Standards Manual, means significantly
sub-average general intellectual
functioning existing concurrently with deficits in adaptive behavior
and manifested during the
developmental period that adversely affects a child's educational performance.
In short, a person with mild-moderate mentally handicapped will have an
intelligence quotient below 70. Whereas a person with moderate-severe mentally
handicapped will have an intelligence quotient below 50 on a standardized
intelligence test.
