Red Rock Central District No. 2884
Monday, October 16, 2000
The regular monthly meeting of the Board of Education, District No. 2884, was held
in the Lamberton Board Room on Monday, October 16, 2000. Members present were:
Clarke, Gransee, Imker, Johnson, Mattison, Moldan, and Therkilsen. Superintendent
John Brennan, Principal Forrest Benz, Principal Norman Johnson, Arlyce Anderson, Winifred Churchill,
Paula Derickson, Joe Dietl, Rick Manthei, and Lucille Hagert were also in attendance.
Chairman Johnson called the meeting to order at 7:34 p.m.
Upon motion of Clarke, seconded by Moldan and unanimously carried, to approve the
agenda, the minutes of the September 18, 2000 meeting, and the treasurer's report.
Principal Benz handed out revised copies of the System Accountability Report as the
previously printed report was incorrect due to an error made by the printing plant.
Homecoming week was a success with participation in activities greater than in
previous years. Approximately 300 students attended the dance. The Junior High reading
program with Ann Beyer is going well. The RRCNet will be leasing 5 computers with
School to Work funds. The 10th grade class went on a field trip to the Lower Sioux
Agency on October 3. The 8th graders went on their water study October 12. The Decathlon
and Mock Trial teams are organizing. The FFA corn drive netted $4500. Ninety students
will be attending the Choir Festival at Westbrook on October 18. The Fall play
cast has been chosen and is practicing for the performance of "Done to Death" on November
17 and 18. Four fire drills have been held. Arlyce Anderson and Jason Kedl will
be accompanying the senior class to the College Fair at SSU on October 26. He is
working on the second semester schedules. The end of the first quarter is November
3. The Fall Concert is November 6 and Parent-Teacher-Student Conferences will take
place November 9. Registration for the 2000-01 school year will soon take place.
Principal Johnson reported Parent-Teacher Conferences will be held November 9 from
4:00-10:00 p.m. Grandparents' Day will be held October 27 from 1:30-3:00 p.m.
There will be a Veterans Day Program on November 9 from 2:00-3:00 p.m. The Jeffers
Ladies Auxiliary will be in charge of the program. Bus Safety has been completed. Olympic
Discuss thrower Kris Kuehl will be here on Oct 27 to talk about her experiences.
More than 50 students have been eating breakfast daily. There will be a Community
Education committee meeting on October 30 at Lamberton. A boys' coach is needed for elementary
basketball program. The girls program will be at Jeffers and the boys program will
be held in Lamberton. The Godfather's Pizza Reading Program has started. The 3rd graders went on an Ecology trip October 13. A Book Fair will be held in the Spring.
Upon motion of Therkilsen, seconded by Clarke and unanimously carried, to pay claims
in the amount of $80,081.26. Receipts were $248,763.15.
Superintendent Brennan recommended the Board amend Leonard Runck's contract from an
eleven-month teaching contract to a twelve-month contract with a vacation allowance
as a way of saying "thank you" because of his untraditional work schedule both within
the school district's buildings and outside with patrons. Discussion was held. It
was decided to table the contract extension issue until after the Negotiating Committee
had consulted with the RRC Education Association representatives to determine if
this would violate the terms and conditions of the Master Agreement in any way.

Each year the Board evaluates the need for reducing the school district's budget by
reducing programs or personnel, which step is necessary to safeguard the District
from possible shortfalls in the budgeting process. Lengthy discussion took place
regarding the procedure to follow in determining such reductions. Some Board members expressed
concerns of not being fully informed of the circumstances before being asked to
make decisions.
Member Imker introduced the following resolution and moved its adoption:
RESOLUTION DIRECTING THE ADMINISTRATION
TO MAKE RECOMMENDATIONS FOR REDUCTIONS IN PROGRAMS AND POSITIONS
AND REASONS
THEREFORE
WHEREAS, the financial condition of the Red Rock Central school district dictates
that the school board must reduce expenditures immediately, and
WHEREAS, there has been a reduction in student enrollment, and
WHEREAS, this reduction in expenditures and decrease in student enrollment must include
discontinuance of positions and discontinuance or curtailment of programs, and
WHEREAS, a determination must be made as to which teachers' contracts must be terminated
and not renewed and which teachers may be placed on unrequested leave of absence
without pay or fringe benefits in effecting discontinuance of positions,
BE IT RESOLVED, by the School Board of Independent School District No. 2884 as follows:
That the School Board hereby directs the Superintendent of Schools and administration
to consider the discontinuance of programs or positions to effectuate economies in
the school district and reduce expenditures and, as a result of a reduction in enrollment, make recommendations to the School Board for the discontinuance of programs, curtailment
of programs, discontinuance of positions or curtailment of positions.
The motion for the adoption of the foregoing resolution was duly seconded by Clarke
upon vote being taken thereon, the following voted in favor thereof: Clarke, Gransee,
Imker, Johnson, Mattison, Moldan and Therkilsen, and the following voted against
the same: no one.
whereupon said resolution was declared duly passed and adopted.
Upon motion of Imker, seconded by Clarke and unanimously carried, to employ Bill Nickel
as Assistant Girls' Basketball Coach for the 2000-01 school year.
The Superintendent's goals will be discussed at the next meeting.
Upon motion of Imker, seconded by Mattison and unanimously carried, to adjourn the
meeting at 9:00 p.m.
