Red Rock Central District No. 2884
Monday, September 18, 2000


The regular monthly meeting of the Board of Education, District No. 2884, was held in the elementary school library in Jeffers on Monday, September 18, 2000. Members present were: Clarke, Gransee, Imker, Johnson, Mattison, Moldan, and Therkilsen. Superintendent John Brennan, Principal Forrest Benz, Principal Norman Johnson, Paula Derickson, Joe Dietl, Deb Furth, Rick Manthei, Dennis Phelps, Sue Redman and Lucille Hagert were also in attendance.

Chairman Johnson called the meeting to order at 7:30 p.m.

Upon motion of Gransee, seconded by Mattison and unanimously carried, to approve the agenda as amended.

Upon motion of Therkilsen, seconded by Moldan and unanimously carried, to approve the minutes of the August 14, 2000 meeting and the treasurer's report.

Deb Furth gave an update on the District's Graduation Standards changes, which have been adapted to meet the new goals of the state legislature.

Upon motion of Gransee, seconded by Clarke and unanimously carried, to accept the changes in the Graduation Standards Manual.

Principal Benz handed out copies of the System Accountability Report which is the District's annual report on curriculum, instruction and student performance mandated by the State and is mailed to district residents. Donna Oakey attended the August 30 teacher workshop and the focus was on the scoring of Graduation Standards. Orientation for the 7th graders and new 8th graders was held on August 30. All but three families attended There was an increase of 5 students in the high school over last year; with 19 incoming students and 8 outgoing students. Two foreign exchange students are also enrolled this year. A total of 44 students are attending CRTC; Auto Mechanics 10, Construction 8, Aviation 5, Medical Careers 9, Graphics 12. Class sizes at the Lamberton campus are Algebra II - 29, Statistics 11; PreCalculus 18, Chemistry 27, Physics 15, German I - 36, German II - 20, Spanish I - 20, Spanish II/III - 7; Ag Science I - 19, Ag Science II - 18, Ag Science IV - 14, Choir 92, Band 67. Class officers and Homecoming candidates and attendants have been chosen. Hot Lunch participation is at nearly 300 students per day. Three students have been placed in School to Work positions at Meadowland, Redwood County Mutual Insurance and the RRCNet. Arlyce Anderson has met with each new student. Ann Beyer is testing students for the Reading program. She will be working with six 8th graders and five 7th graders. Hearing and Vision Screening was held on September 15. There was a lyceum on Internet Safety on September 18. 10th and 12th grade students will be given an opportunity to meet with the Josten's representative. Individual pictures will be taken on September 21. The Junior Class magazine drive will soon begin. Mid-terms will be due October 5th. The WWG Choir Festival will be held October 18.

Upon motion of Clarke, seconded by Imker and unanimously carried, to approve the System Accountability Report.

Principal Johnson reported the transportation problems have been worked out; back orders have been coming in; and pictures will be taken on September 21 and 22.
There will be a Veterans Day Program on November 9 from 2:00-3:00 p.m. Grandparents' Day will be held October 27 from 1:30-3:00 p.m. Two fire drills have been held. Title I, under the direction of Jan Benedict, is going well. Iowa Basic tests will be given in October. There were some minor changes made in the Student Handbook. Approximately 40 students have been eating breakfast daily. Soup labels are once again being collected. Computer classes are going fine.

Upon motion of Imker, seconded by Therkilsen and unanimously carried, to pay claims in the amount of $221,647.19. Receipts were $1,375,606.82.

Motion by Mattison and seconded by Moldan , to approve the employment of the following education assistants: Darla Hemiller in the Title I Program in Jeffers; Gloria Gransee in the Title I Program in Lamberton; Betty Irlbeck and Patty Mude in the Special Education Department in Lamberton. Voting yes: Clarke, Imker, Johnson, Mattison, Moldan, and Therkilsen. Gransee abstained. Motion carried.

There is a decrease of approximately $400,000 in this year's proposed levy which is related to the Health and Safety dollars levied last year to fund the clean air project with Johnson Controls.

Upon motion of Therkilsen, seconded by Clarke and unanimously carried, to approve the proposed 2000 Payable 2001 property tax levy in the amount of $1,663,168.09 or the maximum levy certified by the Commissioner of Children, Families and Learning.

The State's Health and Safety Management Plan had recently been given to the Board for evaluation. The District has an ongoing contract with MacNeil Environmental, Inc. to assist in meeting all issues associated with the new guidelines from the State. All necessary safeguards will be followed and equipment will be purchased as needed in order to ensure the Health and Safety of all individuals, school employees and students within our buildings. Discussion was held.

Upon motion of Gransee, seconded by Therkilsen and unanimously carried, to approve the Health and Safety programs within the District and direct the Superintendent to proceed with making the needed changes and present a follow up report within six months.

The following persons have filed for the upcoming School Board Election: Precinct 1-
4 Year Term - 1 Seat Open : Jim Imker; Precinct 1 - 2 Year Term - 1 Seat Open - David Moldan; Precinct 2 - 4 Year Term - 1 Seat Open: No one. Precinct 3 - 4 Year Term - 1 Seat Open: William Rogotzke, Rick K. Manthei, Paula R. Derickson. Director at Large - 1 Seat Open: Dennis Gransee.

Upon motion of Therkilsen, seconded by Clarke and unanimously carried, to approve the Notice of the Filings for School Board Election 2000 and direct the Superintendent to forward a notice to the County Auditors.

Discussion was held on raising the rate of pay for substitute teachers in order to be competitive with other area schools. The District rate has been $70 per day for several years.

Upon motion of Moldan, seconded by Mattison and unanimously carried, to increase substitute teacher pay to $80 per day effective at the beginning of the 2000-01 school year.

Upon motion of Imker, seconded by Therkilsen and unanimously carried, to adjourn the meeting at 8:35 p.m.
